FEMA Disaster Declaration Change:

Previously, CMS had reported that they would no longer accept applications using the SEP Declared Disaster after 4/1/2025. This has been reversed, and CMS will continue to accept applications for Medicare Advantage and Prescription Drug plans using the SEP Declared Disaster.

The state of Minnesota has a FEMA SEP that goes until 5/31 for Sever Winter Storms.

 


AARP Medicare Supplement Plans Rate Change:


2025 Minnesota and North Dakota rate information is now available. Effective June 1, 2025 the rates will change. Minnesota had one of the lowest rate increases in the entire country at only 6.6% for the Extended Basic. When a member switches plans mid-year, are they responsible for paying the new plan’s Part D deductible?

When members switch Part D plans mid-year ,their true out-of-pocket cost (TrOOP) transfers to their new Part D plan (even when switching carriers!).   If the current TrOOP amount is larger than the new Part D plan’s deductible, they would then be in the initial coverage or catastrophic stage, depending on that TrOOP amount.

Example:
Member comes to UHC plan 3/1/25 with $1900 in TrOOP

  • Members UHC plan has a $500 deductible.
  • First claim processed: $500 of member deductible will have already been met upon receipt of the member’s TrOOP & Drug Spend information. Their TrOOP spend has exceeded the new plan’s deductible amount.
    – $0 will need to be satisfied to complete the deductible
    – $100 of member OOP will still need to be met before they reach the catastrophic phase.
